Benito Penagarza is wanted for petty theft and can be captured or killed depending on the player's choice.

Benito can most often be found around Casa Madrugada and Chuparosa, frequently loitering inside the cantina. He can also be encountered at the Tesoro Azul gang hideout in Multiplayer, and in Fort Mercer in singleplayer but he will be hostile unless the player is wearing the Bandito Outfit.

- Penagarza is a composite last name in Spanish, Peñagarza or Peña Garza. Both surnames are very common in northeastern México.
- Benito Penagarza has the highest number of bandoliers and ammo belts in the entire game, having one slung over his chest, one on his belt, and one low-slung around his waist.
